The current or reformed NAADS is composed of structures at national and regional level. At national level, the NAADS organisation has two components namely:
- The Board;
- The NAADS Secretariat. It is noted that zonal officers are part of the lean NAADS secretariat. The functions of each organ are described briefly below:
The NAADS Board
The NAADS Act 2001 establishes the NAADS Board under the MAAIF. The Board is charged with advising and giving guidance on NAADS policy and strategy at national level, as well as supervising and supporting the NAADS Secretariat as the national agency mandated to administer the NAADS/OWC Programme. The Board is also responsible for setting targets and approving work plans and budgets for the organisation.
The Board is answerable to the minister responsible for agriculture. The Secretary to the Board is the Executive Director of the NAADS Secretariat.
Specifically, the roles of the Board are to:
- Monitor the overall performance of NAADS/OWC against agreed internal NAADS policies, strategies, objectives, budgets and established management systems;
- Review and approve plans, budgets and reports of management; and
- Guide and support implementation of NAADS/OWC Programme including operationalisation of the M&E Framework
The NAADS Secretariat
Following the reforms, the NAADS Secretariat is now composed of a lean establishment in tandem with the new mandate. At technical level, the NAADS Secretariat is the implementing arm of the NAADS organisation and is composed of 3 departments and 2 units namely:
- Technical and Agri-business Services Department;
- Planning, Monitoring and Evaluation Department;
- Finance and Administration Department;
- Procurement and Disposal Unit; and
- Internal Audit Unit.
